U.S. split over push for dual citizenship

When Cesar Miranda became a U.S. citizen five years ago, he raised his right hand and swore total allegiance to this country. If only it were that easy.
Miranda, who says he never shed his patriotic connection to Mexico, hopes to make his identity whole again this summer when he applies for the Mexican citizenship he had been forced to give up when he naturalized.
Foreign countries are increasingly encouraging expatriates such as Miranda to claim dual citizenship, hoping to capitalize on the political clout and financial resources of those who have built new lives abroad.
