| Children's campaigners have accused the Government of using teenagers to introduce a national identity card by stealth.
The Connexions Card - a "smart" card that carries personal data - is being offered to more than two million 16- to 19-year-olds. More than 175,000 have already been issued.
The project, described as the largest in Europe, is being run on behalf of the Department for Education and Skills by Capita, the company behind the new Criminal Records Bureau, which has recently been criticised over delays in recruiting teachers. |
